On-Call Stipend

Please note that PAR-BC administers the call stipend project for the employer. The LOU Committee has set the guidelines as to what is accepted as a call. PAR-BC reviews submissions and submits your submissions to payroll monthly. We accept submissions up until 30 days after block end, but they won't be paid until the next monthly submission to payroll.

Why did I received less than expected on my call payment

This happens for a number of reasons, before contacting PAR-BC review what dates and hours you submitted. Only dates within the block will be paid for, anything outside of the block will not be paid. Calls submitted twice (as an in-hospital call and a out-of-hospital call) will only be paid once. Calls must be eligible, as described in the question below. Please have all your records and employee number available when contacting PAR-BC.

What is eligible for payment?

If your on-call period is more than 12hours (excluding ‘day call’), and at least one hour is after 12:00am (midnight) and before 6:00am, you are eligible for an on-call stipend. At this time any weekend day calls (exp. Sunday 08:00hr-17:00) does not fit the above description and will not be paid. PAR-BC is aware of the work provided by residents on the weekends and this is considered to be part of your salaried amount. PAR-BC will take this into consideration when bargaining for a new collective agreement in 2014. 

This is regardless of service or rotation; however it must not violate the collective agreement in terms of maximum number of calls.

I did call on a STAT Holiday

Call Stipends are not affected by statutory Holidays and you will not be paid double time, statutory holiday's only affect your regular salary administrated by your program.

I worked from Monday night to Tuesday morning, how do I reflect this?

PAR-BC is aware calls are usually 12-24 hours, you do not need to make 2 submissions to reflect that you worked from Monday at 8:00pm-Tuesday at 8:00am. Simply enter: October 7 08:00-08:00hr, or October 8 17:00-10:00hr. PAR-BC reads the Time Out as the next day. Also include any information you are unsure of in the comments section.

How much do I get paid for each on-call period?

In-Hospital call: $100

Out-of-Hospital call: $50

If you are on out-of-hospital call, but end up working more than 4 consecutive hours with at least one hour after 12:00am (midnight) and before 6:00am, you are eligible for an In-Hospital on-call stipend. You can indicate the conversion on the Out-of-Hospital call page, and tick the “Convert call” box.

My program schedules call per month, how should I fill out the form?

Please fill out the form as if you were completing call per block rotation.  Ensure that you note that your program completes call on a monthly basis in the “Comments” box at the end of the form. You will also need to upload the corresponding call-schedules.  Please see below for the appropriate block to fill out and schedules to upload.

There are not enough fields on the form for me to enter in all my on-call data.  What do I do?

The number of fields corresponds with the maximum number of on-call shifts a resident is allowed in a 28-day block.  Should your Program work with a different schedule (i.e. multi-block schedule) and your on-call shifts are averaged out over that time period, please contact our office at  and request a form to be sent to you. 

If your program has an accepted Variance, you may list the additional calls after all the slots on the form are filled out in the comments section. Only Residents with approved variances will have these calls considered.

My program does not provide me with an actual call schedule, what should I upload?

Please make a note on the “Comment” box at the end of the form, and upload a list of the call that you have performed.  This can be in any format, and can also include notes and emails from your attending or preceptor.  You should also leave a contact that can verify that you have performed call for that block.  This information will used for auditing purposes only, and submissions without a schedule will not be paid for.

What is the deadline for this form, what happens if I miss the deadline?

There is a 2-week submission period at the beginning of every block for residents to submit their form.  After which, the form will no longer be available online.  You may still submit an electronic version by requesting PAR-BC to email you a form.  Your payment will be delayed, and the submission will be subject to review.  There is a 30-day deadline for all submissions for the prior block – should you submit your form 30 days after your block has ended, it will NOT be processed and you will not be paid. PAR-BC does keep submissions after the 30 day deadline on file, but they will not be paid. PAR-BC will bring these un-paid submissions to the LOU Committee at the next meeting. To obtain the late submission form, download the Manual Submission form and attach your schedule. I never got the email and did not know about the Call Stipend submissions

We understand residents are very busy, at this time PAR-BC cannot pay residents who were unaware they needed to make submissions. PAR-BC strongly suggests residents request and fill out a manual form for the missed block and PAR-BC will keep this information on file to present to the LOU.

When do I get paid?

Your on-call payments will be paid as per the On-call Payment Calendar.  If you have submitted your form within the 2-week time frame, your payment will be according to the payment schedule, approximately the third pay cheque following the end of the Block (around 30 days). If you have submitted after the form is taken offline, you will be paid on the next block period. (around 60 days).

My meal allowance do not match up with my on-call stipends, why is that?

The meal allowance continues to be administered by UBC, who are not part of the per-call stipend process. This means that your meal allowance will not correspond with your call, however you will continue to be paid the meal allowance according to how your program submitted your call information to the UBC Postgraduate Dean’s office.  We intend to negotiate this item with the Employers at the next round of bargaining to rectify this and ensure that residents receive their meal allowance accordingly. Why does this form ask if I have CMPA and LTD coverage?

CMPA and LTD is mandatory as per the 2010-2014 PAR-BC Collective Agreement.  Residents without coverage put themselves at risk; CMPA membership will ensure that residents have comprehensive professional liability, and having disability coverage during residency will allow for better insurance rates. PAR-BC has also negotiated with disability insurance companies for plans to forego medical underwriting, and continued coverage after residency.

When will my variance be approved?

Variance's are up to the discretion of the Joint Implementation Committee (PAR-BC, UBC, & HEABC), this committee will meet in the beginning of November and information will be available to the resident who submitted the variance before the end of November.

If you would like to request a variance for review by the Joint Implementation Committee please contact for detailed instructions.

Nov 12/13 UPDATE: Decisions on the following Variances have been sent to the person who completed the Variance Application and mailed to the Program Director associated. Program Directors have been asked to compose a list of all Residents from Blocks 1-4 who have monies owed to them. PAR-BC will process payment for these Residents once all names have been received from the Program.
